En los poco más de siete minutos de discurso ante los miembros del foro
regional que lo integran 22 países, el jefe de Estado explicó que “la humanidad
aún se repone de los efectos de una pandemia, en el que el mundo central se
enreda en una guerra inexplicable como la invasión rusa contra Ucrania que
altera la economía global, en el que crujen los cimientos del sistema financiero
internacional y en el que el clima observa cambios que anegan o secan
territorios vitales para la humanidad” para anunciar que “la globalización está en
crisis” y “se muestra frágil”.
La mención al ataque de Rusia contra Ucrania va más allá del documento final
de la cumbre en el que se habla de los conflictos bélicos en general sin hacer
mención a la guerra desatada un año atrás. Los jefes de Estado que participaron
de este cónclave no pudieron llegar con una postura unánime sobre la guerra
desatada por Rusia. Los presidentes de España y de Portugal presionaron hasta
último momento para que se deje por escrito la condena al conflicto bélico en
Ucrania, pero el rechazo de Venezuela, Cuba y Nicaragua hizo que esto
finalmente no vaya a suceder. Solo se habló de “guerras”. Fue el canciller
Santiago Cafiero el que le recomendó al Presidente que en su discurso no debía
haber vacilaciones.
